Downstate jails have seen a steady rise in reported ‘extraordinary and unusual’ incidents

Increased awareness of reporting requirements and changes to state enforcement explain some of the increase in reported incidents. State records for Cook County are spotty, but suggest a decrease in reported incidents over the past year and a half.
