Illinois Answers’ investigation coincided with an increase in ‘extraordinary or unusual’ incident reporting for most counties

After Illinois Answers began its investigation into the use of restraint chairs, jails around the state began reporting more incidents of all types using the state-mandated reporting tool. State records for Cook County Jail are spotty, but suggest a decrease in reported incidents over the past year and a half.
