Across several incident categories, Cook County Jail has variable reporting practices

After Illinois Answers’ investigation into the use of restraint chairs and Cook County Jail’s failures to follow state reporting requirements, the jail’s reports of several incident types suddenly increased. While most of the sudden increases of ‘extraordinary or unusual’ incident reports subsided the following year, one — the use of chemical irritant “OC” spray — continued a more steady rise.
